i'm michelle griego. >> we love friday! hi,everybody. i'm frank mallicoat. it's 5:00. we begin with developing news from a shaky southern california. a magnitude 6.4 earthquake rattling the region about 2:36 this morning. epicenter was off the coast near the united states mexican border. thousands of people felt it but there has been no major damage reported. and no tsunami warnings. this morning, it's still too dangerous to go looking for the cause of a major east bay fire. one of our viewers took pictures as the fire was just starting at a fremont business yesterday afternoon. they show flames shooting through the roof and a towering column of black smoke. the fire destroyed c & h enterprises on boggs terrace in fremont and some of the neighbors were told to stay indoors. cbs 5 reporter anne makovec is at the machine shop that burned in fremont with the very latest. good morning, anne. >> reporter: good morning. the smoke has cleared here but the investigation has yet to begin as you mentioned.

investigators are expected to be here this morning. once they make sure that the building has been shored up, significant damage to the building that you can see here behind me. in fact, part of the roof chanced during that fire. here's that video from yesterday afternoon. it sent up a huge plume of black smoke when it started here at c & h enterprises at around 12:45 p.m. the company specializes in machining and welding precision parts. fire officials say a grinding operation involving metal shavings was under way when this broke out. the employees ran for their lives. everyone got out okay. then there was concern about chemicals inside like solvents and various machine parts. fire officials ordered the neighborhood to shelter in place. >> we knew ahead of time that we had hazardous materials in the building. we had flammable gases and products of combustion from machine products and such and so we always keep that in consideration. >> reporter: now, because there

was so much damage to the building, there are still concerns about its structural integrity and once that is figured out, investigators will be able to get into this building and figure out the cause of the fire. and managers of the company say they are going to be meeting this morning to figure out what is next for their business and for their employees. live in fremont, anne makovec, cbs 5. in honor of the weather this morning, guess what lawrence had for dinner last night. >> frosted flakes! >> tony the tiger's frosted flakes. >> you two have matching ties. >> i know. now, that's a little strange. >> it is. >> because i have 150,000 ties at home. and i just happened to grab the same one frank has. >> i have never worn this tie, either. so there we go. >> there we go! around the bay area today, heading out, it's a chilly start to the day. we have some frost advisories up in the east bay valleys cold everywhere and there is a chance of showers. our high-def doppler radar showing you some of that moisture not a whole lot. this is a weak system sliding

along the coastline. and i think the best chance will be near the coast and maybe just inside the bay. it may not make its way all the way onshore. you can see it right here as it's going to slide just along the coastline the core so we'll see the clouds rolling through today not much in the way of rainfall maybe a few hundredths of an inch. that's probably the best we'll get out of this one. temperatures are cold. 34 degrees in santa rosa. it is currently 34 in livermore and 39 degrees in san jose. this afternoon, again staying chilly. we'll have the clouds maybe a few showers. highs only in the 40s and 50s. more rain expected for the weekend. we'll talk about that in a moment. right now let's check on the roads with elizabeth. >> we're enjoying this friday morning commute so far. if you are heading towards the bay bridge it's usually a hub for the morning commute and so far, so good as you approach the pay gates. no metering lights and it continues to move well all across the incline. elsewhere, to our other maps and other bridges here's a live look across the golden gate bridge. quiet towards doyle drive.

i mentioned some overnight roadwork still in lanes. according to caltrans northbound 101 between highway 92 and 3rd they have several lanes blocked until before clock this morning. so a little later than typical. elsewhere, the nimitz northbound and southbound 880 moving fine even though there is that roadwork approaching the embarcadero and westbound highway 4 looks great. that is traffic. back to you guys. >> thank you. they are not done yet. the highest tides of the year are washing over california coastlines today. the so-called king tides submerged beaches all along the shoreline yesterday. in some spots, the water rushed right into town. the tides hit their peak yesterday around mid-morning in some areas the water rising by just a couple of inches but in others it was up by several feet. we found a business in mill valley scrambling to stack sandbags around their building. >> it's been coming in incredibly fast. it looked like it was filling up a bathtub. >> i think it's pretty amazing, and it's coming up really, really high.

>> bill hudson sent us this video from redwood city about an hour after high tide. and even then, the water levels were as high as bumpers of several suvs. the same thing is happening in southern california. take a look. drivers had to dole with flooding on this stretch of road in sunset beach yesterday. part of the pacific coast highway there was shut down for part of the morning. king tides occur when the earth, moon and sun align in a way that increases the gravitational pull on oceans toward the shore. they usually occur several times a year. >> it will be a desk job for san francisco police sergeant "carl t" while internal affairs investigates him. that is sergeant t. he is now under scrutiny over a video that was on his facebook page. in the post he bragged that he and some friends were drunk as they blasted through the broadway tunnel at 100 miles per hour in a rented lamborghini. since then he said he was

kidding about the speed and drinking. if you are using bart for holiday shopping thieves are targeting you. police say crimes increase around the stations in oakland and san francisco during the holiday season. last night bart oakland police private and volunteer security guards escorted passengers to their cars. bart will also increase security through the end of the month. >> i was ambushed by two men. they pointed a gun at me, asked -- took my stuff and pistol- whipped me in t face. >> most common is cell phone theft. police say riders should pay attention to their surroundings. layoffs and red tape are causing oakland police to make fewer traffic stops down by 75% from a couple of years ago. officers have made fewer than 16,000 stops this year down from 68,000 back in 2009. police point to layoffs and

staffing shortages that put lower priority items on the back burner. some officers also complain that the paperwork process is a deterrent because it is complicated and very time- consuming. other bay area headlines on this friday now. frederick dozier is expected to be sentenced today. he was convicted last month for a series of sexual assaults in san francisco's mission district. the attacks happened last year. dozier could get life in jail. and later this morning, the san francisco fire department will be welcoming 48 new firefighters. the swearing-in ceremony will take place at 10:00 at the pg&e auditorium on beale street. walgreens will pay $16 million to settle claims it illegally dumped hazardous waste. district attorney's around california sued walgreens after trash bin inspections turned up pesticides, bleach, paint and pharmaceutical waste. walgreens has new procedures in place to make sure all

hazardous material is sent to the proper facilities. pg&e is rushing to check underground electric equipment across the bay area. the company says required inspections on 1500 pieces of equipment may not have been performed. eight employees and 11 contractors have been fired or suspended over the matter. pg&e says those workers may have lied about make the inspections. in a statement, the company says it's reinspecting all the facilities of the employees whose work was questioned. the las vegas company that owned that jet that crashed and killed mexican pop star jenni rivera is now under federal investigation. meanwhile, rivera's remains arrived in los angeles to her family yesterday. police escorted the hears e. rivera and six others died on the sunday when their jet crashed in mexico. star wood management owned the luxury jet. the company has had two planes seized this year. software pioneer john mcafee is in florida while on the run from authorities in

south america. he says he played the, quote, crazy card. mcafee is wanted for questioning in connection with his neighbor's murder in belize. refusing to turn himself in, he illegally entered guatemala and was deported to the u.s. he admits to faking two heart attacks to speed up his deportation. he says corrupt police officers in belize would jail or kill him. >> the people are shot in belize during robberies constantly . the fact that he is my neighbor is why this is international press. i want to make this clear for the 100th time: i had absolutely nothing to do with the murder in belize. >> mcafee now faces questioning from the fbi and the irs for possible tax evasion. mcafee also says he is now broke. barry bonds' appeal of his felony conviction will be heard in court early next year. the ninth circuit court of appeals is now scheduled oral arguments for february 13. a three-judge panel will hear the appeal. the former giants slugger was

lanes in oakland northbound lanes between embarcadero and fruitvale. that's now gone. so quite the towards downtown. and mass transit continues to roll along on time for bart. that's a check of your "timesaver traffic." lawrence has wet weather in the forecast. >> cold storms rolling into the bay area a frosty start to the day with most his clear skies in the early part of the evening now clouds rolling in and high-def doppler radar is picking up on some raindrops. you can see most of that off the coastline where most of it's going to stay today. just some showers near the coastline and light showers. if you see that taking you in for a closer look in parts of the north bay right now toward mill valley, scattered light showers toward bolinas san rafael and the 580. and that's where we'll see scattered light showers throughout the morning and maybe into the afternoon. the storm system originatin from the gulf of alaska. a glancing blow to the bay area, not moving very far onshore. i think the next storm fairly similar. still outside right now, it is

a frigid start to the day. we have frost advisories in the east bay valleys. this weak storm moving through this morning, then more rain over the weekend expected as it looks like another cold storm is going to dive in our direction. temperatures outside running into the 30s and the 40s so a chilly beginning to the day although starting to moderate a little bit. frost advisories continuing in the east bay valleys until 8:00 this morning. this storm system just another in a series of cold storms diving in out of the gulf of alaska that will continue to move by to keep things a bit on the wet side and cold too. 40s and 50s around the state and here's a look at the storm system moving on by. most of the energy stays off the coastline. just a chance of scattered showers outside. and then it looks like things settle down a little bit in the latter part of the day. more storms on the weekend temperatures only in the 40s and 50s for highs today in the south bay. east bay very cool day outside so bundle up, bay area! it's going it be a chilly start to the and not much warmer toward the end. next couple of days we are going to keep the unsettled weather in fact keeping a

outstanding job. i couldn't be prouder. >> massachusetts senator john kerry is now considered the most likely nominee for secretary of state. the u.s. is sending missiles and troops to turkey in case of a syrian missile attack there. defense secretary leon panetta signed an order today on his way to turkey. it calls for 400 u.s. soldiers and patriot air defense missiles. germany and the netherlands will also be sending missiles and troops to turkey. a late meeting at the white house yesterday between president obama and speaker of the house john boehner. the pair discussed the impending "fiscal cliff." aides describe the meeting as frank. the two remain stuck on the issue of whether to raise taxes on the top 2%. >> the idea of not raising taxes has become sort of a religion for a lot of members of the republican party. >> the president wants to pretend that spending isn't the problem. that's why we don't have an agreement. >> clearly, a deal wasn't

reached yesterday. if they can't find a middle ground, taxes will go up on all americans january 1. there will also be deep across-the-board spending cuts. today is a key day for the implementation o healthcare reform for states to participate in the federal exchange or create their own insurance markets. this is part of the affordable care act. the exchange is online marketplaces where people will buy insurance. all americans will be required to have insurance beginning next year. and the leading computer security firm is warning that some of america's biggest banks may be targets of a cyberattack. mcafee says a hack ring based in russia is targeting 30 banks. its goal is to steal millions of dollars from consumer bank accounts. already mcafee has found that up to 500 computers are affected. the hackers allegedly are going after wealthy people who might not notice a relatively small

and fabricating according to their sign. fire officials had to issue a "shelter in place" order in the neighborhood because of the chemicals in the burning building. managers are also planning on meeting this morning to figure out what's the next step for this company and for its employees. live in fremont, anne makovec, cbs 5. >> thank you. 5:32 now. new this morning a strong earthquake in the ocean off baja, california happened a short time ago at 2:36 a.m. magnitude 6.4. pretty good sized quake. thousands of people felt it near the united states-mexican border in parts of southern california. but no damage is reported. and there is not a tsunami warning. a 4.7 quake hit that same area about 15 minutes later. well, you want to wear those extra layers this morning because it's a bit cold out there. >> my windshield, i had about a half inch of frost on there. had to get some water to kind of get it open. it's cold. >> it is chilly around the bay area to start out the day and now clouds are moving in. there's a chance we could see a couple of raindrops.

we are beginning to see a few raindrops show up on our high- def doppler radar. let's check that out. into the north bay that's where most of that activity is, although there's going to be a glancing blow with the system. most of the energy is going to stay off the coast. still, a chance of showers as you approach the coastline. we are seeing scattered light showers along the 101, near san anselmo, novato, petaluma. it looks like we are going to continue to see unsettled wet throughout the better part of the day as the low is going to cruise south along the coastline keeping things unsettled but the temperatures very chilly outside. before the clouds rolled in the temperatures dropped off. 34 in santa rosa and livermore. 39 degrees in san jose. this afternoon, highs only in the 40s and 50s. more rain is expected for the weekend. we'll have details on that coming up in a moment. right now let's check the roads with elizabeth. >> thanks, lawrence. we could definitely call this morning "friday light." we are not seeing too many incidents out there although we are starting to get busy. a live look at westbound 580 headlights bunch together as you approach the dublin interchange. drive time up to 17 minutes now between the altamont pass and

volunteer security guards offering escorts for riders to their cars. oakland police and bart say this is a move to let shoppers know that thieves are watching your every move. >> they are awatching you and noticing that you're not watching them so they are going to take that opportunity to take that property from you. >> reporter: for west oakland stations increased patrol last night was only last night, part of an educational effort. opd says there aren't enough resources to sustain it longer but bart patrol in san francisco will be stepped up throughout the next few weeks. the most common crime at bart stations is cell phone theft. so bart police are asking you to stop texting or tweeting and pay attention to your surroundings. live in san francisco, cate caugiran, cbs 5. >> good advice. thank you. oakland police are trying a new tactic to get guns off the streets. they want to buy them from you. the department is holding an anonymous buy back event tomorrow from 10 a.m. to 3 p.m.

at saint benedict's church. people can turn in as many as three guns and get cash on the spot. >> each gun will be given a cash reward of $200 apiece up to $600 in total. and we will receive those guns with no questions asked. >> there are some requirements. the weapons have to be in working condition and you need bring proof that you live in oakland. but police stress the program is completely anonymous and your information will not be recorded. other bay area headlines. a woman who gave birth in san francisco's bayview this week is facing child cruelty and neglect charges. shortly after giving birth, police say the woman handed the distressed baby to a man and then took off. the man flagged down a police car. the baby was rushed to the hospital and will apparently be okay. the killing of a teen in san jose this week does not appear to be gang-related. that's what san jose police are saying about the shooting on tuesday. john cody steinberg was found lying on the sidewalk on

to moderate. still, this cold front is going to dive in south of the bay area. the clouds are going to stream in across our skies bringing us a slight chance of showers. this next one moving in for saturday. and then more storms lining up a colder storm expected this next week. still computer models showing you that glancing blow with that system sliding through the bay area. not a rainout today but the temperatures are going to stay cold and maybe an occasional raindrop or two numbers for highs today only in the 50s into the south bay. probably 40s and 50s for highs into the east bay and as you make your way into the central bay, those temperatures generally in the 50s but a cool day all around the bay area. going to stay that way all weekend long chance of showers late in the day on saturday into early sunday morning then drying out by sunday afternoon. i think a stronger colder storm moves in monday and tuesday. that's a look at weather. let's check the roads with elizabeth. >> we're not seeing any hot spots. it's been exceptionally quiet all morning. here's the san mateo bridge.

completely different story this morning compared to yesterday. we had that awful fatal accident that backed up traffic for a while on westbound 92. nothing like that this morning as you can see, traffic conditions are nice all the way towards the high-rise. this is the flat section of the span. elsewhere we'll go to our maps show you more speed sensors across the bay area. if you are heading towards the bay bridge toll plaza and the incline, this is what it looks like just past the pay gates. so we are starting to see a few brake lights heading towards treasure island. but so far no metering lights. there really is no big delay at all even in cash lanes if you are heading towards the bay bridge toll plaza. some areas of overnight roadwork have been picked up including northbound 101 through san mateo. all lanes back open quick trip towards sfo. 880 the nimitz we also have some overnight roadwork approaching embarcadero that's all gone as well so now it's a smooth ride from the macarthur maze into hayward and your drive times mostly in the clear. westbound 580 you will find a little bit of slower speeds through livermore. but all bart trains continue to roll along on time. that's a check of traffic and
